Seldom-seen Diplomatic Engagement on UN Peacekeeping Standards

 

A high-level Sri Lankan delegation led by the Secretary of Defence, Air Vice Marshal Sampath Thuyacontha (Retd), held discussions at United Nations Headquarters in New York on 22 April 2026 regarding the proposed deployment of a Gang Suppression Force (GSF) to Haiti under ongoing Memorandum of Understanding negotiations.

The delegation, which included Sri Lanka’s Permanent Representative to the UN and senior military officials, met with key UN representatives, including the Under-Secretary-General for Operational Support and the Director of the Uniformed Capabilities Support Division, alongside officials from UN human rights mechanisms.

Talks focused on operational readiness, compliance with UN standards, and the integration of stringent human rights safeguards in relation to the proposed deployment. A key area of discussion was the establishment of a transparent and robust human rights vetting process for all personnel involved.

Sri Lanka also outlined progress towards developing a comprehensive National Human Rights Vetting Mechanism for all UN peacekeeping deployments, including the proposed mission to Haiti, in coordination with the UN Resident Coordinator in Sri Lanka and aligned with international best practices.
